I completely agree with you about the agents not just shooting the guy straight away. I get that the show's writers didn't want to make them come across unlikable, by having them just barge in and instantly shoot a suspect but he was standing there with the equivalent of a detonator in his hand and they'd already established, that the president was willing to kill hundreds of innocent people in order to save a thousand (or more) other innocent people... So surely the agents wouldn't have gotten into legal trouble for being willing to kill one guilty person, causing the danger in the first place in order to save BOTH the hundreds AND the thousands innocent people. The confrontation just seemed kinda pointless to me.

Well that true in past episod they established that when some one poses am imdettat threat like the arsonist in compulsion back in season 1 or the spree killer in elphtes Hart back I'm season 3 so it would of made sense to shoot this guy becue he was threatening hundreds of people and he didn't have a dead man's switch so there was no reason to not kill him at lest that how I alwes viewed this sitchson
