A fact is NOAA the scientific weather data gathering and sharing had massive loss of funding and personnel. That agency is spread thin, they're the one aware of potential weather related disasters. But that is much harder because someone thought it was smart to save money by massive cuts to lon existing government agencies with permanent government workers, who become familiarized with that agency and how it works. There are good reasons why NOAA had grown over the years. They do long term collection of data. The storm was closely followed. The weather has been cooler than normal for a week, that lowered the dew point. The moist gulf air made the conditions ripe for a storm, nothing unusual, but the ferocity of the rainfall was a rare event. Flash flooding here is normal. The deluge hit at 4:30 am when campers were sleeping. Within 30 minutes the flooding was dangerous. There weren't enough people at that hour to wake those at risk. As many as 750 girls were at Camp Mystic, 23 were not evacuated in time.

That's of course where the towns are located too, so I can't begin to imagine the landslides and things that could happen at least here on the coast. It wouldn't be pretty.
