He could also do this for his fellow heroes if they needed to also sneak in some place. If The Dude was also able to act, he could totally pose as someone else.

There was a Legion comic where he's helping fight a Khundian invasion of Earth. He switches the color of the ground and sky, confusing the Khundian ground attack aircraft and causing some of them to crash.
That would be a major a headache. Imagine if his level of control improved so instead of making someone a single color, he could alter specific areas like a camoflage pattern. On its face his powers aren’t great, but the disorientation could throw more powerful villains off their game, like count vertigo or bedlam can do
