There are two time periods to consider. The first period is the time in which the bullet hits the block, causes damage, and ricochets. The second period is the time in which the momentum of the bullet is transferred through the block, causing the block to move backwards and a vibration to propagate throughout its atoms. Damage is done only in the first period when the block is stationary, therefore it doesn't matter if the block is anchored.

USAF 2W1 here. The M61A1 on the F-16 fires these exact electrically primed rounds. However the gun can fire them at 7200 a minute (120 a second), we usually drop them down to about 5400 (90 a second) due to slack issues and to give better bore control due to shock relapse. Between the GAU-8 and the M61A1, both I can take apart blind folded and put together without tech data. With that said, the M61A1 is my favorite to assemble, the GAU-8 though, by far the easiest to assemble in the chassis (M61 sucks for installing into the F-16 chassis).
We usually fire TP (blue) but depending on the role in live fire we prefer AP and HEI (High explosive incendiary). It'll melt tanks and anything as or less armored from about .8-1.7 miles away in flight.
