Hence not seeming to be a surprise, but after 5 years and that 1st kiss showed the audience that it was actually a pivotal moment for Colin, in realizing that his true love had been there all along. It echoes season 1, with Simon and Daphne in front of the Queen, where he gave that great speech about them being friends 1st, and blossomed into love, which is why she allows them to marry.
