Luvia exists to apply Lamia's ECB to the boss. Shalom above 3S provides the same damage increase, so there seems to be no problem replacing it. Shalom would be a much better option as it excels in many ways.
Luvia can hang the electrocution. Due to the nature of Luvia, you cannot activate the electrocution on your own, but when someone bursts the electrocution, you are temporarily given a [root] mark. Lamia cannot engrave the [root] mark on the boss, and Lisa's immobile effect(=[root] mark) cannot be engraving on the fixed boss or the blocking boss. So, it's using the [root] mark, which is the hidden side effect of electrocution. Then, you can apply Lamia's ECB to bosses as well. Not only Luvia, but also Donald, Iron, and Corso, who are theoretically other electrocution sinners, can use the [root] effect through electrocution as well.
