    I think your best bet would be either the Standard Horizon GX1700 VHF with GPS (and DSC), and the Em Trak Two Channel AIS. You will need a second VHF antenna or an antenna splitter. Buy why not upgrade to AIS Class B so that you can be seen as well? The Em Trak B100 AIS transceiver allows you to use it immediately as a receive-only unit, then upgrade to Class B. As far as I know, no one is offering all functions in a single box.

    Is there one box that does VHF, GPS, DSC, and AIS receive? If not, what is the cheapest combination of boxes that gets me all of these?

    yes but it won't be a radio it'll be a NAV/SOUNDER/RADAR/RADIO box they'd be a few grand
