Debilitated planets means the planet is not comfortable in the sign where it is placed. But it is still a living entity. So all its other attributes like its aspect, its speed in moving away or towards directional strength, its inherent nature of being a benefic or malefic and therefore its best area of influence in terms of house position (its lordship in a chart must also be taken into consideration in this regard) etc.
So one sweeping statement by other astrologers on the point that the planet is debilitated and therefore terribly weak is not going to work.

There was no system as such, but in Kaliyuga lot of fake and cooked up things are here now. Once one understands divisional charts, there is no need for any degree system.
Sir, in the case of the Leo ascendant lady, isn't the conjunction of Sun with Rahu another major negative factor? Or is it only a minor factor?
It is also major factor, but it makes Sun negative not weak.
