With the card I still function when you activate it are you able to choose the koed character mode or does it come back in the mode it was originally koed?
Wossy, have you considered that "I still function" gives you an extra attack? So if you have one KO'ed character and two actvie characters, if you get an ISF each turn, you can have five attacks in that round. You: ISF1 Enemy: character 1 You: isf2 Enemy: character 2 You: isf3 Enemy: character 3 You: characters 1+2
I wish it worked like that but unfortunately when you declare an attack you can’t play any more battle cards until your next turn. It’s to also stop cards like ready for action.
Half your deck is likely going to be Actions. If you aren't trying to burn through your deck or scrapping your hand as part of a strategy, then it isn't hard to have multiple Actions in your hand. Brainstorm does really well with Thundercracker. With his ability to get +1 attack from each action, you gain a +3 attack just by playing Brainstorm and 2 Actions.
While Incoming Transmission is good, I don't think it can be in top 10 even. At most it adds 2 attack and the draw is nice, but most of the time, I just want the draw and putting something ontop of my deck is mostly just removing dead cards from my hand. But that is just a personal choice.

Yea when a character is ko’ed is stays in the mode it was ko’ed in. So when you play isf it returns it in that mode. Awesome question though
