Not albino, albino would be pink eyes not blue, she's just white. Also she looks light brown and not true white, but it could be the dirt making her look like that.
No. The foal is not albino, and horses really do not care about such things. The mare rejected her because the birth was premature. The mare was stressed, the foal too small and the milk might not have come in yet. The mare simply wasn’t in a position to properly care for a foal, so she did not form an attachment. Horses are simultaneously very practical, and infinitely less judgemental than humans. Looks mean nothing.
Cremello, not albino. The mare has a very light coiled coat herself. The stallion would have carried similar genes, so the foal is especially pale. Albinism is a mutation, a complete lack of pigment

The first half hour? That’s a much shorter time frame than is normal. Foals will usually try to stand within a short time, but will remain unsteady and lie down again often for hours after birth
