They did break the rules to hand Noah the gold. The 2008 olympics where Shellyann Fraser-Pryce won gold and Kerron Stewart and Sheron Simpson tied for second running the same time and shared the silver medal , they also had to use photo finish this nonsense about torso over line first.
Back then the electronic timing system is not as advanced as what we have now. The camera used in this year sprint can take 40000 images per second! As long as the Chief Photo Finish Judge can differentiate whose torso reaches the finishing line first and per IAAF Rule 167 he/she can declare the winner. I remembered back then during the Sherone/Kerron tie, having a 10 mega-pixel digital camera was unthinkable. Nowadays you can get one over 100 mega-pixel. In short technologies always improve, so we just have to live with it and yes better technology allows us to resolve 1/1000 of a second. Not 10 + years ago as in the case of Sherone/Kerron tie.

Bet if that happened to Kishane, happened to the US\Noah, it would have been hell and powder house and the Olympic officials would change it and would have been forced to give Noah a gold medal.
