I made s City with 0 factory's and its going really well I have a 93% happiness rating the reason I have no factory's is because I want to make my city pretty much non polluted to try and be realistic

Put industry far from homes and commercials
the workers dosent work in the shops why
You need level 2 homes for level 2 shops, same thing for all levels. Also you need corresponding level factories
