Actually, the captain moves nothing at 13:14. The MD80, like every modern airliner, is equipped with automatic ground spoilers that deploy on wheel spin-up at touchdown. They are ALWAYS used. They are armed after extending the landing gear on approach. The loud squeal that you hear at touchdown is the speed brake handle automatically moving backward to the deployed position.
spoilers must always be used, they kill the airflow over the wing, therefor killing the lift, "lift dumping", allowing the aircraft to sit on the wheels and allow for effective breaking.
