First of all, Hannibal didn't rushed to Rome because he didn't have the manpower to take over the city. Second, it would have placed his army in a dangerous situation since the Romans had already gathered 2 new armies since the defeat at Canae. Third, even if he won at Canae, his army was severly damaged and exhausted, so he had to rest his army (yeah i know it's kinda difficult to understand maybe but warfare isn't just about winnig battles) and Rome was like 400km from his position. Four, Hannibal never ever had the intention to take the eternal city. Moreover, the Carthaginians never wanted to destroy Rome or his civilisation but their only intent was to undermine the Roman's hegemony over southern Italy and the islands (Corsica, Sardinia, Sicily). For those who think that warfare is just about tactics and strategy, let me tell you that it is not. As a general, and no matter in which time period you're living in, the most important thing is to understand that strategy is nothing if you don't manage to handle the human factor of an army (manpower, morale, motivation of the troops, logistics, plunder, supply, exhaustion...). Warfare isn't as simple as "i won a neat victory over you now let me take your capital".
Very easy to see that 400km distance matters to an army that's already exhausted. No matter what condition you start in, you're going to need a lot of supplies to walk 400km. If you're healthy enough to be in an army you can probably walk 10km in one day in good weather, no problem, but if you do it for even a single day without food and water all day, you're going to be really grumpy about it. 400km with minimal access to food is going to be almost impossible.
He should have been prudent enough to take into account of Roman Backlash. Rome is not some tribal kingdom to take this defeat lightly. They were concerned about their image more than anything else. Hannibal, the astute general failed to recognise this
