The turning of the steering left and right to move forward is similar to the action of paddling in a kayak. To move straight ahead, you would paddle left and right side of the kayak equally to control the straight line.
This plasma car is opposite of paddling a kayak but produce the same result. The two front wheel touching the ground is the paddle and the non contact wheel is to prevent from toppling down. When you want to reverse, you will turn the two wheel backward and produce the same motion.
If you try this plasma car on ice skating ring, you will probably twist and shout but not moving at all because of no friction of the front wheels on the ice. 😁

It pushes it self forward because of the wheels attached to the steering are at the back of the center. So when you turn it, it wants to crouch forwards. That’s what makes the friction. Sorry my English is not so well.

It's like a rudder or paddle at the back of the boat, pushing the water backwards. Newton's 3rd law of physics dictate for every action there is an equal and opposite reaction. Hence the boat moves forward as the rudder pushes water backward. This wheel design is basically acting as a rudder for solid ground.

No lah … the movement is generated by moving Centre of gravity which kon pointed … the centre of gravity cause the lopsided when u turn the steering and cause the vehicle to topple to on side left generating movement and then he turn the steering right causing the vehicle topple to another side right generating another movement due to changes in centre of gravity and the momentum will push the vehicle forward: once u stop alternating the steering the vehicle slow to a stop

its really so simple its frustrating listening to them.
If the lever is pulling left, as if drawing a circle, the right wheel will be the outer diameter and the left wheel is the inner diameter, the right will travel more distance than the left wheel, resulting in 'forward momentum' because it needs to travel more to catch up to the lever, vice versa. Now flip the lever to the other side, pulling left or right will alternatively render the wheels as taking turns to be the inner diameter or the outer diameter, the variations between the travelling distance of both wheels resulted from the lever pulling left and right will become the forward or reverse momentum depending on where the lever is pointed. Which means, fhe shorter the lever is, and the wider both wheels are apart from one another, the more forward momentum will be generated from each swing of left to right. It has nothing to do with whether both wheels are connected or not, whether both wheels are free wheeling or fixed. It's the swinging of the lever and the placement of the wheels that resulted in the drawing of a circle by the end of the lever, and the placement of the wheels that determines their different circumference that results in a forward or reverse momentum.
i think it is more related to the so call centrifugal force which you constantly changing the direction of the motion of the weight and its speed, so when you turn left one of the wheel will be the center while the weight is transfer to the outer wheel and when you turn right the weight will transfer back to the center, it should be in a circular motion but the static friction of the wheel is not enough to hold it in place thus instead of rotating, it is translating and rotating at the same time. Similar case is when you sit on a stool which can be rotate, constantly drawing in your arms and legs. You will find yourself rotating but since your are sitting right above the chair, the motion can only be a rotation instead of translation.
