Because this is a local "intranet" website. What you really need is a public domain, public dns records. Networkchuck has a video on it somewhere.

website not opening to outside network... its opens only in that pc where server installed ??

It's not going to open up outside the network because you have to register the hostname website with a Registar. They will then publish your hostname to the external Dns servers on the internet, then you would come back to your server and follow the steps listed in the video. There is a fee associated with registering your website hostname with the Registar. Just do a search on youtube on how to register your website to a Registar. This video is just an example on how to create an internal website accessible only to the internal network.
