The falcon looks right at the pigeon when she sees it land, then looks away thinking "oh, it's just a pigeon. It'll fly away in a second now that it's noticed me." Then does a double-take and looks back at it when she sees it walking right into the nest.

I own a peregrine and l can tel you without contradiction that their talons are not small,their feet are huge for the size of the bird and are capable of sinking them up to the hilt into soft flesh. She missed her footing in this case and grabbed its leg,it was extremely lucky to escape with just a few tail feathers plucked out.
this is peregrine falcon, they have smaller beaks but huge curved knives like claws, the pigeon was lucky cause falcon didn't want to leave her eggs unguarded.

I'm actually wondering too. My best bet he literally wants to use that place for shelter too and it hoping the falcon will just ignore him. An act of desperation really. Alternatively he might also be too starved and or exhausted to recognise the falcon as a danger. I'd like to know though what an expert would think.
In the prevous days video there are two wood pigeons at one point at the start. Also later on in the video in the close up inside the nest the wood pigeon is performing a Territorial Display by the head bobs but also the coos. The wood pigeons wanted that space as a nest for their young and were trying to scare the Falcon away.
