The transparent film on the outside of tanghulu sometimes looks like paper, but it is actually edible rice paper. This kind of rice paper is safe to eat and is usually used to prevent the tanghulu from sticking to your hands while keeping the sugar coating intact. So, if the "paper" on the outside of the tanghulu is rice paper, you can safely eat it. If you are unsure, you can ask the vendor or carefully observe it. Generally, rice paper is quite thin and dissolves easily in your mouth.

Checking your video, I think you went to Beijing in early spring when the weather is rather smoggy or foggy. In my opinion the best time to visit Beijing is either in late spring/early summer or around mid autumn. At those times the weather is generally sunny and is neither hot nor cold.

The Great Wall tour group is pretty good - not too invasive but enough hand holding that makes you feel like you are taken care of..all that stuff for one price..it's good.

You meet the guide at exit B at Dongzhimen Subway Station, they are really easy to spot with a red branded jacket. When everybody has checked in with them you walk with them for a couple of minutes to the bus which is parked a couple of streets away. Have a great time in Beijing.

Those are not plastic wrapping. They are RICE PAPER. They can be eaten and not meant to be removed.
