Control, alt, delete does nothing. Holding the power button makes the device seem like it's going to sleep and waking up on loop, so a hard shutdown isn't happening. I need help in this

This is on a Lenovo Ideacentre PC. Thanks! =). Update: I see my bootable media in the excluded section but I don't have an option to select with the exclamation symbol. I'm also unable to remove it from this section using the arrow and plus minus keys. Any tips? This again is on a Lenovo ideacentre pc. Thanks! =)

some of the options are unable to change. like the UEFI/LEGACY BOOT. THE OPTIONS ARE GREYED OUT AND I CANT CHANGE THEM. HOW DO I GET AROUND THAT?
