    The word "transfer" carries historical baggage, particularly due to its association with the forced relocation of Jews during the Holocaust. In that context, it was used to describe forced displacement, persecution, and even extermination. Given this painful history, using "transfer" to describe a voluntary process where people relocate by choice, with financial incentives or assistance, can be misleading and insensitive.
    To avoid these connotations, a more appropriate term could be "assisted relocation" or "voluntary resettlement", as these phrases emphasize the element of choice, support, and financial aid involved in the process, rather than evoking past atrocities.
