Also Toji when fighting Megumi he is visibly holding back against Megumi since he could of just killed him like with Dagon. The only difference is that Toji Zenin was the one fighting not Toji Fushiguro however his mind subconsciously recognized Megumi as someone important and what better way to test this person of importance than to test their fighting prowess. Eventually once he finally recognized him though he became Fushiguro hence why his eyes turned normal. This is my belief on the situation since why else would his eyes be black and him also holding back against Megumi yk.
