Yes that's the way it is designed. After all it's a rather budget frame so I assume they didn't produce a completely new mould for the frame but redesigned and adapted one that was used originally used for roadbikes and this "dent" is the leftover mounting point for a derailleur
Depends on what you are planing to do with the bike. It's definitely a good frame and was worth the money they sold it for plus it might be difficult to find another track-frame as light as the Seta. But if you don't really need it and are satisfied with the frames you already have then I'd recommend getting a nice wheel set or upgrade the drive-train instead because that might have the bigger effect on your riding.

Why you use bb shimano bbr60?
The shimano BB is easier to get and in my experience a lot more reliable/durable than the Miche.

Anstelle einer Schaltung hätte ich lieber ein Paar 80mm Felgen ;)
