Razen didn't mention "ryuu no inshi" (dragon factor) in that line, he simply said "ryuushu (true dragon) wa horobimasen (will not be destroyed/will not perish)". At episode 1, Veldora already mentioned that if he dies, he'll just be reborn. That whole explanation isn't something new in the anime. Don't know why the translator added the dragon factor term there when it wasn't mentioned at all.

But yeah he didn't mention anything about reviving back then. I looked it up, it was explained when Rimuru revived Veldora. But they cut it out in the anime.
