The Japanese connection is to connect two datacenters together. The limit is the tier connected to the datacenter. A fiber connection from Japan to USA will be the limit of the undersea cable. If many people use it, you're only going to get at max 10 GBPS

This causes severe congestion of the frequency, you can visualize this as thinking of the frequency itself as a highway, and the devices as cars on the highway. Any kind of interference, or “collision”, causes a slow down as the data is retransmitted. The more heavily saturated the frequency, the more interference, and therefore, the slower the raw throughput becomes. Your wifi router is connected to your phone, console, and pc. Lets say your router is an “exit” for red vehicles, and your devices are exits for black vehicles. The red and black vehicles have to navigate the freeway without collisions with the other color vehicles. This is accomplished by the router and connected devices communicating with each other to say “hey, i have traffic for you” and the receiving devices replying “im ready, send it” (very simplistic but hopefully you get the idea). TCP/IP then allows the devices to “color code” the packets for the intended reciever, and all the other receivers listening on the frequency ignore anything that is not intended for them, essentially dropping the packet and not processing it any further.
I think frequency modulation plays a part in that, the actual information i.e. the bits are transmitted through modulating the frequency of a carrier wave which is of a wavelength much larger. So it doesnt get jumbled up if by "jumbling" you mean wave interference
