- Here's a Federal Signal Modulator outdoor emergency warning siren/speaker found on a U.S. Military base. Military bases typically play the national anthem (The Star-Spangle Banner through these sirens at 1700 (5:00 PM) as a signal for personnel to stop and render honors to the flag.
The precise timing of 1700 is often chosen because it aligns with the end of the typical workday on military bases. It serves as a reminder to service members to pause, reflect, and show respect for the national flag. Additionally, playing the national anthem at a consistent time each day helps instill discipline and reinforces the values of patriotism and duty among military personnel.
Before the national anthem is played it's common for them to play a bugle call called "Retreat." This bugle call serves as a signal for all military personnel that the National Anthem is about to play and to come to attention and render appropriate honors as the American flag.

I can confirm that this happens at 1700 every day at the Presidio of Monterey, as I live right across the PG Tunnel from it.

In the Boise air port/military base they have the same sirens playing the same tones
The first call is actually "Retreat" rather than "To The Colors"
I've seen the Same exact Federal Signal Modulator siren in Fort Bliss, I never heard it going off playing the Retreat and the Star Spangled Banner (National Anthem). I know that these are in Place as Mass Notification Systems and can sound in Situations such as National Emergencies

Technically that's a speaker. These are horrible. I miss the Federal Signal "Thunderbolts" with blower. Back when they knew how to make stuff, and make it well.
I definitely agree with you but one thing that is nice about modulators and other electric sirens is that they can play things like this for special events.but overall I do miss the thunderbolts that where a lot louder than these things.

For one is to have a under attack siren, but they are used to act as bells for each time of the day.

Very nice presentation and for the benefit and information of you and others who view this and to refresh your memory, the words of our national anthem were written by Francis Scott Key in the aftermath of the British attack on Baltimore's Fort McHenry during the War of 1812 when he saw the American flag still waving over the fort that morning and below are Mr. Key's words if you want to look them over while listening or sing along as you stand with your hand over your heart.
