Well, I'll tell the way I do it, dunno if it's the same, but here it goes: There's an effect called turbulent displace, try setting its amount property to 30 and the size to 3. You'll notice that the borders of the element will get a wiggly stroke feel, but it'll remain static, so now you have to animate the random seed property, like 0 to whatever, you'll have to test it along the time that the composition will play. Then you can also add some wiggle position or scale and see how it looks. Hope it helps you.
Now, if you're talking about the element movement, just add the wiggle effect or wiggle expressions to the properties that you want to wiggle. There are plugins that have their own wiggle effects and expressions.

besides the wiggle expression "wiggle ();" theres also a preset in Animation Composer, under "effects"!
