ArcSys are build different with balancing where they keep top tiers the same through entirety of the games cycle. We saw it with Xrd, we saw it with BBCF and now we see it with Strive. It would be really funny if the next patch nerfs HC's gun damage by 0.5 but in turn buffs his combo conversion via normals
That’s obviously not keeping them to same. Happy Chaos has been changed dramatically in how you have to go about managing, using and converting with resources. Also they are obviously not going to change his playstyle. Sounds like you’re expecting an Overwatch where you magically wake up one day and a Tank gets reworked into a DPS. All they have been doing with Happy Chaos is requiring you to use more of his kit for maximum results instead of just a couple moves like the past. Happy Chaos has a playstyle that is naturally top tier in context to this game design, unless they make him unplayable or too much work he is always going be a top tier.
They've already nerfed his combos with both gun damage and Gravity scaling nerfs and It still didnt change much. Also those types of nerfs are really boring, find something else to nerf

The only thing we can do about it is to pray that, in the next Guilty Gear title, he gets a total rework (Because yes, he was teased to come back) Maybe a playstyle that explores his reality distorsioning powers instead of fighting with a random gun would be more interesting.

Bedman? has a remarkably good matchup against HC. Only character I can think of that can consistently punish full-screen curse in a way that doesn't lose to steady aim
