Rock has fought ancient doomsday weapons, aliens, the literal force of darkness itself and has the Double Gear system. Rock was also explicitly retrofitted for combat. Light designed X with hopes that he would have a peaceful life. The combat upgrades came later and piecemeal out of necessity. X in X1 is extremely fragile and not that fast until some upgrades. I think the two are a lot closer than people think.
