@@Buggaton to me i looks like there might be tracks in the black gravel/sand in the foreground, there too non-uniform to me to be walking trails, im pretty sure the hot air and gasses that rise from the area around a volcano can mix with cold air and cause rotation, I could be entirely wrong because it’s just speculation, but It seems to make sense to me at least.

This, i had a different guess, but come to think of it i seen a few dust devils while visiting mauna loa in Hawaii, even seen a small swirl up on one of their black beaches when i was looking for large olivine crystals lodged in lava rock, found a loose gemstone the size of a dime, even got lucky enough to witness it RAINING olivine gems from an eruption, nature is really and truly incredible.

I'd start running away as far from the volcano even at that distance if I were them. Sometimes pyroclastic blasts can travel far, plus all the hot ash and soot that will soon be raining down in a wide area near them.
Looks like the video was taken while climbing Acatenango and its peak is in the foreground with the dust devil. The ash plume eruption was on the volcano next to it Fuego. Ash plume was reported on Fuego Jan 31 2019.
I'm pretty sure the Acatenango hike is the one you do to watch Fuego, which is the one I assume is erupting here. It hasn't been active in a while, so it makes a great viewpoint for Fuego, which erupts multiple times a day
