For everyone wondering why you don't have the "Modular" option in your Admin screens... It's because you need to have modular templates in your theme to support this. Check out the Quark theme for an example.

Same here, in 1.5.8, Modular page is a missing option.
Maybe it changed during that time.
How the f do you get a menu at the top of the page. I have been wrestling with this for days. All I get is a submenu.
