Respectfully sir, I do not agree with your opinion. You are going by a fallacy of hasty generalisation. Centralised policing is a product of British colonialism and not of any doing of the indigenous precolonial society.
State policing and police is one of the most practical means to combating insecurity within a state and improving individual acceptance of local law enforcement. You can refer to the WISPI and see recommendations therein
