I know for electrical fires it can shock you. I have no idea if vapes can work the same way with the battery pack but I suggest using salt to put it out if your unsure just to prevent the possibility.
Poruing water on battery which is on fire can't make it much worse, since that battery is already shorted, it will help with fire, but just for a second, because fire will continue until all energy from battery is released.
From a different experience with lithium batteries on fire dont put water on that Lithium kinda explodes in water but if its just a small battery like that probably no problem just hard to clean up after water
i was more than 290 days clean from 5years of using nic and only hitting carts&weed than i started working and was around a bunch of people who smoke and vape and now im right back to how i was but i avoid hitting it as much as i can but i do see my self digging a deeper hole if i dont stop again soon i fall into pure pressure easily unfortunately i done went through all the withdrawals the first time cold turkey too lmfao nic aint worth it yall u dont get nothing outta it after ur buzz goes away for good

My history teacher told my class a similar event. One of the kids he was teaching a few years ago used to vape, and he had it in his pockets with some change walking to a gas station. Basically the coins interacted with the vape somehow making it explode and literally burnt his jeans into his legs and he had to rip off all his clothes aside from the stuff that was burned onto him so he didn’t like die.
