Recently the Philippine Air Force or PAF has stepped up its efforts to obtain modern fighters, narrowing down their final selection to either the advanced Block 70 F-16 or the Saab JAS 39 C and D Gripen. This competition comes at a time with ever increasing tensions in the South China Sea.
The economic and geostrategic importance of the South China Sea cannot be understated: Some one third of global maritime shipping passes through it, accounting for over 3 Trillion Dollars in trade each year.
Today the PAF operates some 12 Korean Aerospace Industries FA-50 Fighting Eagle Light combat aircraft. These FA-50s began operations for the PAF in 2015, after a decade long hiatus following the 2005 retirement of the Northrop F-5.
Either the Block 70 F-16 or JAS 39 Gripen would be a significant step up from the FA50, let's take a look at the proposed offers for each aircraft along with their pros and cons for the PAF.

There are only 3 stars on the flag, representing Luzon, Visayas and Mindanao... the 3 main areas of the Philippines.

If the US will give finacial scheme for 12 then that would be a deal but right now it a nope.
So the final choice will be the Gripen C/D.
Cuz of the lpw cost they can able to buy 6 Gripen instead of 2 only in the F-16.

Hello all, this is from an Indonesian. I hope PAF will get the long-overdue fighter jets soon. With limited budget and the urgency to be able to respond to South China Sea's situation, I think the Gripens will be a more logical choice for PAF. Philippines does not have to fight alone in case there is sudden deterioration in the SCS conflict, but it urgently needs the ability to patrol the area belonging to the country more frequently. With Gripens' unique features, PAF will be able to utilize air strips on the western coasts to minimize the patrol range. So far the big bulk of this patrolling duty has been assigned to a squadron of FA-50. With additional 12 Gripens I think PAF will have more deterrent effect and more capability to detect threats earlier. IMHO.
It would have been the JAS-39, but the offer of the F-16V and its "sweeteners" around late-2010s decade screwed everything up.
Even if the Philippines loses its claims in the South China Sea the integrity of the nation wouldn't be threatened, but Muslim extremists in the south could conceivably attempt to secede and collapse the Republic
Dear @@jonseilim4321, if Philippines loses its claim on SCS, it will damage the country's integrity. The people will lose confidence on their government. More importantly, it could also potentially boost the extremists' confidence to be able to secede from the country. IMHO.
Sea patrols are fine. But if that patroll runs into trouble, you want it to survive. The F16 is a more capable proven all weather fighter and actually has a better range so when it runs into trouble, the pilot will have enough fuel to fight if need be. If you just want a patrol craft go buy a cheap beachcraft.
maybe but what about second hand predator drones or global hawk with the fa50. fa50 only has sidewinder and maverick but thats good enough against all the smaller ships of china and there spy planes. long range anti air batteries is the far better idea to protect the country , you cant do much with just 12 fighters, china can beat that in 1 day then the US arrives and its game over for china but you still need to stop all the harrassment

I'm a Viper guy. But the given the current defense budget of this country and the need for a modern fast reaction fighter, there's no better option. The Viper can come later on.
I looked at the stats. In a conventional war, F-16 is a liability. Its better to have cheaper, reliable and easily maintained than fighter superiority.

As a reservist within the PAF, I say Gripen mostly for the lower logistical footprint and the lesser industrial base to sustain current and future operations.
Gripen is a great jet but the offer is for C/D versions without AESA radar. Block 70 Viper is the right choice as it offers greater interoperability with US and regional allied forces.
Buying American comes with political strings. Just ask Pakistan. Saab is a better deal.

@@bigstaceinc parts yes. But entire arms deals get approved by Congress. Pakistan found out the hard way that can go bad quick. They lot a entire F-16 deal. The Saab is also designed for use by less than technical ground crew.
@@WALTERBROADDUS Pakistan didn't get Falcons over concerns of nuclear weapons in their country in the 1990s. The Philippines are very close to the US, it's unlikely Congress would even say no.

I'm from the Philippines and I'd rather get the Gripen as they have Highway/Expressway Take off guarantee as we have significant amounts of expressways in most islands and some well maintained highways in the provinces, this would greatly since our country is an archipelago

Agreed i’d love to see your country get a squadron of these low maintenance griffins. They are inexpensive and make excellent coastal defense aircraft which is perfect for the Philippines.

thats a big over rated, most aircraft can take off from short runaways how do you think the f18 does it when taking off from ships, they can even use the ski ramp with no catapult if they wanted too its a high drag high lift fighter. You should find data about that and compare the min runway needed for each fighter i think you be surprised. Even the russian SU 30 doesnt need much , russia aircraft carrier only has a tiny 200 metre or so of deck space and the su30 takes off from that will just a ski ramp. Thats a huge big aircraft too.
The advantage of the F-16's is the parts availability. Disadvantage of the F16's will be the high initial cost, length of delivery and the operational cost. Advantage of the Gripen is Saab has 14 On-hand C/D variant that are ready, it means they can deliver faster, also the Operational and initial cost of buying the Gripens are lower. The only disadvantage is the Gripen is the shorter range, but I think neither the F-16 Viper or Gripen can roam the WPS with their range.
Gripen + MS20 Radar + Meteor BVRAAM is a beast in the 4++ Air to Air combat (14 of these is ready for PAF)
F-16 Block 70 --> most advanced 4++ Fighter Jet, I think the greatest advantage is after acquiring F-16 we are ready for the F-35 5th Generation Fighter.
I doubt the parts part will stand. SAAB has targetted South East Asia as their potentially biggest market going into the future and theres a history of outsourcing production as a part of deals made. I wouldn't be surprised if you'll see SAAB with significant production infrastructure in the region very soon.
There is likelihood that after the MRF program, PH will join alongside Indonesia, Thailand, and South Korea for the KF-X program

@@skybattler2624 It's possible, since Philippines is already a user of the Kai TA/FA-50. But I think the KF-X is just a 4++ Generation Fighter too.
@@allenlibranda7527 From what Ive read they're currently active in Philippines, Indonesia and Singapore. From what I understand SAAB is trying to market the Blekinge-class submarine to Singapore and Gripen to Indonesia, Malaysia and the Philippines. They're already selling Gripen to Thailand. Like I said, South East Asia is the biggest target market for SAAB. What I meant was that I wouldn't be surprised if you will see SAAB move parts or full production to the region given that Thailand is already a customer and that there's 3 more potential customers in the region right now for the airplanes.
Logically, the SAAB Gripen is more fit to the PAF current needs and budget. The F16 Viper can be purchased later on after the current needs are addressed.
There is a possibility that South Korea may later push the KF-21 for the PH Air Force.

If PAF bought the Gripen C/D MS20, then there's no point in buying F-16Vs unless PAF wants to further complicate their anemic logistics.
Should PAF go with the Gripen C/D MS20 option, it is logical to go with the better Gripen E/F or the twin engined KF-21 Boromae.
I would argue that the best fighter would be a Jas 39 E, however that would be more costly, there are some important advantages using the Jas 39 C. It has a very low RCS, Chinese fighters have had problems finding it at ranges over over 120 km this with Jas 39 C not using its E warfare suite. With the later activated we are talking about extreamly short detection ranges. The Jas 39 C can be outfitted with a gan radar giving it a detection range that is well over 250 km against Chinese fighters. This for a cost that is 50% of the F16.

Both fighters come with their own merits, but personally I'd love to see the Viper wearing the PAF winged diamond roundels. Thanks for this awesome post!
As a filipino I'm okay with any of the two as long as we have a plane that is capable enough to protect and can defend our airspace against enemy forces
Well said. You have, next to the great Joe Louis, the greatest boxer of all time, in my opinion. I have an excellent A1 size framed poster, in black and white, of Manny training on the speed bag. It hangs proudly above my TV in my lounge. All you need now is a Viper or a Gripen and you are sorted. God bless all the good people of the very brave and fiercely loyal Philippines.

You guys got it wrong. Need set up a new deal. $4billion to set-up a factory for updated F-16XLs. You're not going to war without us (USA). We got stealthy aircraft but they don't carry enough ordinance. We need Allies with missile platforms and systems that can integrate with our F-35s. Will it take time to build a factory and build new prototypes? Of course but we have some time and you need your own people with expertise in these matters.

IMO *Gripen makes more sense for the Philippines.*
*_Lower purchase & maintenance costs_* = a huge plus for a poor country.
*_Faster turnaround time_* = more sorties, with a smaller ground crew.
*_Ability to operate from roads_* = less reliance on runways that are vulnerable to runway-catering munitions.
*_Faster delivery time_* = speeds up the much-needed modernization of the PAF.
The PAF's mission is to defend the Philippines and its 200-mile exclusionary zone, thus the comparatively shorter range of the Gripen is not that big of a factor. 🇵🇭
These are the factors that foreign commenters simply do not understand. PH is in URGENT and DIRE NEED of a REASONABLY PRICED MRF. There is that "Best Value for Money" (given the unforeseen Covid 19 expenditure) & "time element" factors!
F16 will be much costly in the long run and delivery time longer! China's threat is already clear and imminent. With the Sept. 3/4, 2021 incursion into PH airspace of an unidentified aircraft which PAF tried to intercept with mere FA 50s, the Gripen is the more logical and practical option for the PH no less! That incursion is the turning point I believe. As one commenter here have pointed out, the Viper can come later, in the meantime let's procure the one's readily available!

It's also notable to remember that what Gripen we're dealing wasn't the E/F or the NG either, we're only offered with the classic C/D variant that the only user in asia was Thailand which was obviously don't have the AESA radar and better internal tank range too.
YEP and the girpen c/d will no longer be upgraded it already had its last solftware upgrade in 2016 or so and that was it. Cheap though but i think there costs are misleading and a con, go ask south africa how much they ended up paying it was a lot more then the advertisment . Saab uses third party contractors that make a lot of money on the deal. Gripen would still fit the phillipines well but for asia the f16 would be better, taiwan USA japan korea and singpaore all use it and therefore you cant go wrong its perfect for an alliance. Gripen c/d never really got any customers even europe didnt support it much
@@taiwanno1wan126 this is patently false. The Gripen C/D is still in use by all countries that have bought it. (Only Sweden and Brazil have the E/F as of yet) Sweden will continue using that C/D model until 2035 at least. Upgrades are still going strong.
Since with have EDCA with the US. One provision of the agreement was Philippine personnel have access to US ships and planes. Its only logical for us to pick F 16. Also F 50 have similar characteristic with F 16. Since it was based on F 16 design. Advantage, you don't need two training programs.

TOG just casually dropping a video about F-16 vs Jas 39 competition about my country made my day already. I've been following the the MRF project for years, through it's ups and downs. And I'm interested in an Outside perspective of the Project.
Highly like that the Project will be signed this year, as if it reach 2022 it would be a Midnight project and will be caught up in the busy elections.

If they need a fighter sooner and cheaper, they should go with the Gripen. But if they can hold out, the F-16 is their obvious choice.

F-16 Block 70 offers 5th gen capabilities which would generally mean it'll be competitive for a longer time which would also mean it'll be longer before a replacement is needed. That said I think the cheaper operational costs and faster delivery time make Gripen the right choice since they really needed a replacement yesterday.
Also an advantage of buying it is that if we bought the f16 block 70 is that our air force would be prepared to buy the f35 for a next gen fighter program considering the compatibility of it if we bought the f16.
The F-16 is a beautiful fighter and was the coolest thing in the 80s, but if you think it's anywhere near Gripen E, you're drunk. If the Philippines choose the F-16, it is purely because of American political end economical pressure. They don't even play in the same league.
yesterday? there airforce is probably the worst in the world for a country of 110 million people nearly equal to japan in size. they have less than 20 modern fighters a cambodian style air force. Compare it to 1965 the phillipine air force then and you will think what went wrong. I thought the FA50 would be good enough as is. it could beat chinese coast guard, frigates, corvettes and any awacs drones and transport planes china has. its not realistic to ask for me they would be better off with anti air and anti ship batteries with the army as the budget is the most important concern. The second hand market has heaps of cheap equipment even saab anti ship missles with Hawk anti air would be better then nothng stop china flying over the phillpines

@@arnfrancistapic761 you do realize the KF-21 isnt fully comparable to the F-35 as it was meant to compliment the F-35 not outright compete with it. And with PH as it currently is no way in hell can we afford any significant number of those let alone maintaining a few of them to start with. That is if we even have any funds at the end of the day due to corruption.

The PAF is already up to speed with the F-16's capabilities and maintenance, not to mention the logistics and procurement problems with shipping coming from the northeastern Atlantic to the Western Pacific. It may be a mistake to "fight the last war" but, it's foolish to forget it's lessons. Remember who now owns the Panama Canal?
I was able to talk to a former PAF pilot who now works at the AFSEO department which handles integration of the different assets of the Ph Armed forces.
He says that procurement decision is "effects based" not "platform based". So if you can achieve similar effects by using a cheaper platform even if it requires more support, then the decision will be based on that. He stopped short of answering what his preferred platform was.
But to me I translated it like this, the F-16 is more capable, even the Philippine Airforce technical working group (TWG) acknowledges that, but at almost double the procurement price of the Gripen offer, what would it take for the Gripen to achieve similar effects to buying F-16Vs?
One answer might be to support the Gripen squadron with an AEWAC asset such as the Saab Globaleye. Having a dedicated AEWAC will also be a force multiplayer as it can support naval and ground assets with situational awareness as well.
So if the PAF can procure the Gripen and 1 or 2 units of Globaleye at a similar or even cheaper price than the $2.4 billion F-16 offer, then it may be selected over the F-16.
Interesting, well from what I know about the Philippine procurement they buy everything else seperatly so in the end both deals could come at a similar rate
@@stealth225 true but the difference in price is almost double. I believe the approved budget for Horizon 2's MRF program is 61 billion pesos or a little over $1.2 billion. The F-16 offer is $2.4 billion, granted it includes spare engines, radars, logistics and maintenance support and weapons.
If Saab can match that with 1 or 2 Globaleyes and throw in a few weapons as well, at under $2, it will still be cheaper than the F-16 offer. The PAF already said earlier that that Saab met the the approved contract price of $1.2, and some say we can even get about 14 Gripens for that price.
However, saab did offer 2 Globaleye aircraft to the UAE for a $1.27 billion. I don't know all the details of that package.
Then again, we may support the Gripen with ground based radars specially the new Japanese J/FPS-3 AESA systems we procured recently.

@@darylp9306 hindi po totoo yan sir, since the 90s inoofer na ng US ang mga brand new air assets nila saten. In 1996 PAF pilots went to McDonnell Douglas to test fly F/A-18Cs offered to the PAF.
Dun sa Attack helicopter program naten the US offered brand new AH-1Z and AH-64G,
And today the Lockheed Martin is offering brand new F-16V blk 70/72 to the PAF.
Kaya po tayo hnd mka bili ng btand new sa US kasi wlang budget. Mahal po ang US hardware kasi mataas ang demand sa kanila.
By the way many components of the Gripen are made in the US.

If fighting ever breaks out in the South China Sea, the Philippines and the USA are going to be allies and no doubt the US will be staging from there. It makes more sense for there to be common overlap in weapon systems, therefore the F-16 makes better sense strategically plus has greater range and loiter capabilities. In truth, either fighter is a substantial upgrade.
Though the US will likely be flying mostly F-15's and F-35's in that conflict due to ferry range
@@appa609 Hmmm… maybe. But they have been pretty darn effective in Afghanistan and Iraq… not exactly close to home. The USAF Thunderbirds have traveled the world to perform.

F-16's can make the ferry easy. They tie up 8 units to a tanker and the tanker " drags " the fighter units where they need to go.
That said, the USAF works closely with nations already flying the Gripen. It's not that far out of the way for the US. Either would be good fits. If time is not on yohr side, and the way China is right now its not, Gripen. Vipers can back them up later when finances allow.
except our own government is slowly becoming more and more pro-chinese and most of the populous is quite amazingly oblivious of the fact that the very president their voting into seat are the kind of presidents that will end up oppressing them.... when they yearn for less oppression.....

reason why the SAAB Grippen is perfect for the Philippines aside from the obvious advantage of lower operational cost and maintenance cost.
1. MBDA Meteor missile superior to AMRAAM
2. IRIS-T Missile superior to AIM-9 Sidewinder
3. Able to retrofit Brahmos Supersonic Missile (Phil. is the 1st country in the world allowed by India and Russia to acquire this missile)
4. Interoperability with Pag-asa Island (the sole Island in West Phil Sea occupied by Phil that has a short runway).
5. Able to use NATO spec weapons including the US ones. As an example, Harpoon missiles.

I would say the Gripen would be a good option since it can go farther, carry more, and has better high altitude maneuverability due to its delta wing. Since the C/D versions are the ones being considered for procurement I would say that is a notable flaw since AESA radars would be the best for futureproofing the PAFs fleet of Gripens if the PAF does intend to procure the Gripen.
But you could also argue that Electronic Warfare Pods could be attached to the centerline pylons for every Gripen or most Gripens therefore acting as a stopgap measure until possibly the PAF could purchase some new radars for the Gripen and retrofit the C/D Gripens
The Block 70 F-16 on the other hand has an AESA radar already built in therefore making the use of Electronic warfare pods on most to all aircraft somewhat redundant and primarily consigning that role to fewer F-16s.
The F-16 is although not as maneuverable as the Gripen is just as good when executing BFMs. The F-16 is also just as fast having a top speed of Mach 2.
The F-16 does also have its disadvantages. Because the F-16 uses a PW-F100 engine since the F-16 does not make use of a delta wing, the F-16 is more fuel hungry and so external fuel tanks have to be attached limiting the amount of pylons that can be used for things like AAMs, AGMs, etc.
Because of this, the F-16 without any external fuel tanks would need to rely on airborne tankers like The KC-135 which in a place like the south china sea is a vulnerability since the KC-135 is essentially a Boeing 707 modified to be used as an airborne tanker and the PLAAF can simply just fire a LRAAM to the tanker limiting the effect and loiter times of the F-16.
In conclusion, both are great aircraft and I'm excited to see the results of the competition
Personally if I was the PAF, I would go with the Gripen and down the road upgrade the radar to an AESA radar

That's actually the AFP, PAF, and DND is planning get a14 units of Gripen, up grade it with a AESa Radar,integrate it with the Brahmos NG and Brahmos 2 hypersonic, for better longer range radars, and added firepower capability, that can be used as a reconnaisance, and as a deterrent capable in decapitating an enemy front line severely, while keeping them at. Bay.

@@carloolivier1940 I was personally talking about the procurement cost the Gripen C with updates ( plus traning and maintenance) should be around the level of F-16V( it can be both cheaper or more expensive)

We're not getting the Gripen E/F, but the Gripen C/D MS20 an upgrade version of the Gripen /D variant, plus a possibility of AESA Radar if customer desired it. Plus access to its advance weapon system the Meteor missile and the Iris -T guided missiles for our very first MRF and the possibility of integrating the Brahmos NG smaller version of Brahmos supersonic guided missiles, and a possible Brahmos 2 hypersonic guided missiles if already in market. One the reason PAF is trying to get an MRF fighter jets to integrate it with the Brahmos supersonic, and the Brahmos 2 hyper sonic guided missiles for more firepower capability in the very near future.
Both are good and Multirole
But I gotta go for the gripen, It's More Easier to Prepare for combat and has the capabilities to do STOL (I may be wrong with the STOL part)
Either of these two fighter are very capable options and can get the job done. In the end its up to Philippines to choose.

I'm filipino too, but i rather go for what the PAF's choice, coz they are after all, the experts in this call, for they are the ones, using it and eventually going to use it any ways, and we people its just the bystanders who's just going to watch and see if they can hold thier grounds in real combat situations, and that will be the time will know if they have made the right choice of having the said MRF and not the other way around.
Tough call. Both are very capable with the Gripen having some very desirable features not available on the F16.
If I were the PI purchasing guy I'd probably buy the SAAB. It's a fine aircraft, well made and deadly.

1. Tawainese F-16s also have 10-15 min alert timers so that road capability of the Gripen isn't so special anymore
2. Recently I had talk with a Filipino friend who knows alot about defense procurement, soPhilippines follows a rather complicated procurement system ( they purchase everything differently) so the overall cost may not benefit the Gripen

The Griffens are deliverable within the 2 years from signing while the F-16 can be held hostage in the American Congress by Partisan politics just like what happen to previous purchases...so there is NO Guarantee for the Project....

As a Filipino we need to be financially wise and practical. JAS gripen I think is best for our PAF because of price and easy to operate. Yes F16 is more advance and known for its performance but we need urgently the jet fighters. We heard also that the Saab will give 1 or 2 free jet fighters free. 12+2 .
Coming from the Philippines, I'm in favor of the Saab JAS-39C/D Gripen ALL THE WAY! This is strictly from a logistics point-of-view. Besides, if the Visiting Forces Agreement can be modified to allow for License-Production/Technology-Transfer (LPT2) as well as defense subsidies (just like what the Americans provided the Israelis during the 1973 Yom Kippur war & up to this day), then we can locally produce (along with other vital components) the GE F-404 turbofan which is in use in the soon-to-be phased out Boeing F/A-18C/D Hornet as flown not only in the US Navy & Royal Australian Air Force but also in the KAI F/A-50 Golden Eagle, which to me is, to put it diplomatically, less than sub-par in terms of air-to-air dogfighting & air defense capability. Besides, as the Swedes said earlier, we could've saved more money if we had gotten the Saab JAS-39C/D Gripen earlier because we wouldn't need a Lead-In Fighter Trainer as the 2-seat Saab JAS-39D Gripen could fill that role QUITE NICELY! See? If we need something more capable, we can then simply request the Americans to License-Production/Technology-Transfer the more advanced & more powerful GE F-414 turbofan (again, together with other vital components) as used in the Boeing F/A-18E/F Super Hornet & the EA-18G Growler electronic warfare aircraft as flown not only by the US Navy but also by the Royal Australian Air Force, as well. With American subsidies & Swedish technical assistance (among others), we can even either convert or even new-build more advanced & more powerful Saab JAS-39E/F Gripens to fit our needs as they arise! Need an affordable Electronic Warfare aircraft? Just modify the 2-seat Saab JAS-39D or JAS-39F Gripens with the needed kit to do the job! In fact, the 2-seat JAS-39D/F Gripens can not only perform Interdiction/Deep Strike (including Anti-SUrface Warfare) as well as Electronic Warfare missions, they can even conduct battle management/flying Forward Air Control, jamming, information warfare & network attack as well! Should Unmanned Combat Aerial Vehicles (UCAVs) such as the Loyal Wingman of the Australians become available to the Philippines, then the 2-seat Saab JAS-39D/F Gripens can control them through advanced avionics & networks from a SAFE distance! There's even plans to convert the Gripens into carrier-borne strike fighters for Brazil & India as well as fitting out the Gripens with lateral-mounted Conformal Fuel Tanks (CFTs) to extend their range & endurance without any significant loss of agility or maneuverability, too! So, as you can all see, the growth potential for the Saab JAS-39 Gripen in the Philippines is ENORMOUS! We just have to know how to play our cards right & have the will to see it through to the end! Excellent video. From the presentation, either fighter will do. But since the Phil Air Force, after subjecting the matter to a thorough review, has expressed its preference then its choice of the JAS39 Gripen should be supported.

The F-16 could be possibly procure especially that the restoration of Visiting Forces Agreement between USA and PH had been done. According to Philippine Government, the restoration of that agreement has a lot of favors to the Philippines which F-16 procurement is possible. But MaxDefense, the most trusted defense news in the PH said that PAF is more probably to get Gripen especially because of budget cuts in our National Budget because of the pandemic
in the end it all depends on the budget that the PAF have.. we wanted a more capable war plane but the problem is we don't have the money..

The Philippine Air Force has already picked the JAS-39 Gripen. Before, the F-16 won the contract but the aircraft did not met the assigned date of the aircraft's arrival. So they picked the JAS-39 because of the aircrafts arrival date close or early to the assigned date. Although the Gripen doesn't have that much capability that the F-16 has. The Air Force only needed a supersonic aircraft to be used for air combat
P.S: I don't know if its totally decided. Our government doesn't really go into detail in its military modernization program. So if i was wrong atleast there is a bit information about the aquisition of the aircraft.

PAF plan is to have 2 squadrons of MRF as they announced. IMO Jas 39 Gripen's C/D of a squadron is the best logical and strategic choice for the next 3 years, then the remaining squadron would be the "E" variant If the budget in the near future is better... Also, JAS 39 once beaten the Chinese J17 in a dogfight in an air show in Thailand, therefore it gives the edge and capability for the PAF in the South China Sea if ever...

Ngl whatever the choice is its still gonna be a gigantic help to the PAF. The harpoon compatability of the F-16 would be a nice reminder of the Philippine's stance on the South china sea/ West Philippine sea. The Griphen's low cost and capability would also be good espacially in strike and CAS missions while having more of them being available.
US pulling back, Saab is targeting SEA. Gripen should be the logical choice.
The A-29 Super Tucanos recently delivered to the PAF would be better for CAS roles. But definitely the Gripen can supplement that role.
If the E model was an option, I would go with that mainly for the vastly superior combat range, plus the Meteor missile option.
Both are great it all depends the budget but I prefer the Gripen easy to maintain and not too expensive of its cost and maintenance expenses.
If there is a war between China and the USA, and the Philippines is on the front line, which country can deliver their aircraft spares, air to air missiles, their cannon shells, and logistics team to support your aircraft in C-17s/C5s? I get the economics and delivery timelines, but Sweden doesn't meet critical wartime logistics requirements.

F-16 has greater range even against the Gripen-E. You'll need that for the distances you need to cover in the South China Sea.
Range is not that big a deal. US relations with the government will hang up any deal . Nobody wants to buy American other than the F-35.

Philippines is not a huge country. Grippen's range is more than capable of covering the entire maritime territory. We are using it to patrol our 200-mile Exclusive economic zone for defensive purpose only.

F16 more expensive but with strong promise of localize maintenance support which most importance + other high-tech equiptments.
Your analysis of the advantages and disadvantages of each jet was spot on. Hard to tell which would be the "best" fighter, but I feel like the F-16 has a slight edge in terms avionics, weapons, radar, interoperability and logistics chains with US forces already there in the unfortunate event of conflict in the area. Not to say that the Gripen would be a bad choice, both would be a good deterrent.

Great comment. Gripen is currently being used by Sweden, Czech Republic, Brazil, South Africa and Thailand. Looks like India may get it as well. You are absolutely correct about the Viper having the edge over the C&D versions of the Gripen, but the new E&F versions are on par or better, particularly with the Meteor missile. In regards to interoperability, the Gripen is 100% NATO compatible, and the logistics train is famously effective, cheap and not reliant on advanced ground facilities. Throw in a SAAB 340 Erieye AWACS and a BAMSE ground radar system and you have a complete combat airforce. The Gripen was built for a littoral environment, exactly like the Phillipines, so why Manila limits themselves to C&D is anyone’s guess.

As a Filipino, my two-cents is for F-16V. The modernization plan for the whole military of the Philippines encompass a lot of fields.
F-16V at least will help in integrating the air defense systems which the military is looking for. IMO they should have done what Switzerland have done with the integration in mind.
Also, this would give us a lot of diverse armaments especially and also interoperability with allies like US, Australia, and Japan.
maybe the best option is to choose the cheap gripen, then actually invest for the expensive f35b for island hopping combined with aerial refueling capability....

Financially speaking, Saab Gripen C/D MS20s is the better choice for PAF because of lower flight cost/hour. Logistically speaking though, F-16V Block 70 is the better choice since PH have allies that are using F-16s and lots of material support as well.
Both aircraft almost the same capabilities, Gripens are mainly equipped with IRIS-Ts, Meteors, RBS-15s, and smart bombs but is also capable of using AIM-9s and AIM-120s (Making the Harpoon compatible with the Gripen requires paying Saab for integration fees), and has a wider range of weaponry for it. F-16s are mainly equipped with AIM-9s, AIM-120s, AGM-65s, AGM-84s, and other US made munitions, which some are already in PAF's inventory. On the internal gun, Gripen is equipped with Mauser BK-27 that fires 27mm rounds, which will be a completely new item on PAF's inventory while the F-16 uses M61A1 Vulcan which fires 20mm rounds and is currently in use with the FA-50PH's A-50 (Essentially a 3-barreled Vulcan).
For the munitions, PH's DND was in negotiations with Raytheon and Boeing few months back for AIM-9X, AIM-120C, AGM-65, AGM-84, and JDAM kits for 500lbs and 1000lbs bombs which according to sources, was specifically for the MRF (F-16 in this case, they just recently shifted from this to the Gripens because of delivery issues and costs) I suppose that this will be the main munitions regardless if Gripen or F-16 was chosen.
The good side of Gripen are that it is a pretty capable fighter that is a bang for the buck, something that PH wants because of limited budget and is cheaper to maintain in the long run (should the parts be readily available), and is pretty compatible with a wide range of missiles which Saab can just simply integrate. The bad side of Gripen is that the 14 airframes PH will be buying will be the last airframes Saab will manufacture on the C/D variant because they'll be focusing now on the more advanced Gripen E/F (was offered too to PH but wasn't shortlisted due to cost) and spares will be harder to acquire from now on, and that there are still no talks between PH and Sweden and Saab regarding this.
The good side of F-16V are that PAF pilots are pretty familiar now with the F-16 airframe because they train with US pilots, spares won't be much of a problem too if enough budget was given and will be interoperable with US, and the fact that this is a more modern variant. The bad side of F-16V is that the earliest delivery for the 1st airframe will be on 2024s and onwards due to the long queue. This will be offset however by hot transfers of US ANG F-16C/Ds while waiting for the first airframes.
Whichever fighter gets chosen and contracts signed, it will be a big boost to PAF's already lackluster capabilities.

The Gripen is a logical choice due to the low operation cost and its potency. But in light of the current situation in the South China Sea. The F 16 would be a strategic option, besides the US usually comes to the aid of an ally. The combat proven F 16 is the best candidate in the present circumstance.

Honestley in my own opinion! I don't give a damn what fighter our PAF will choose,as long as at can help defend our country..,but ease in mentainance & cheaper spare parts were the most important for me. This planes are both capable.

It is a myth of Saab marketing the F-16 block 70 and the gripen E have similar procurement cost. As for the matinence cost the Swiss estimated it to be around 27k USD compared to 25k for USAF F-16s

@@stealth225 If you do some research you will see that the Gripen C (which is mentioned in this video) is actually very cheap to maintain. However as you say the Gripen E is much more expensive since it's technically a totally different fighter aircraft with much more improved systems such as an AESA radar and IRST. It also offers a new engine. HOWEVER your claim that it's a myth that they are cheap is incorrect on the C variant - The one being offered to the Philippines.
F-16 can take off/ land from roads too, F-15 also. Ask Singapore.

I think F-16 would be better because of the number of countries that invest into its upgrades, which can help the Philippines modernize it in the future without as many of the research and development costs attached if any at all. Although, I do not know how many countries use the Jas-39, so many the same argument could be said for them, but then again according to the video the F-16 is the world's most popular fighter, which likely implies that a greater number of countries use it than the Jas-39. Jas-39 does have some niche advantages over the F-16, but seeing as there is a high likelihood of a war breaking out in the South China sea, they'll likely want something that's more advanced even though it may cost more.
Upgrading? Most users are moving to the F-35.
@@WALTERBROADDUS F35 is just a waste of money and is only intended to be used for inter country war whereas it require much of financial assistance compared to F16 and Gripen. For regular use, Gripen is the best choice but for superiority and reliability, F16 is way more better but still the PILOT itself really matters how he use it. As of now, our pilot is not yet prepared to operate F16 excellently and they need more time to train and use it in actual battle before we can have an expert pilot to operate this kind of modern fighter.

The DND should just acquire the Gripen, and possibly order it with the AESA radar (which I think is possible) to increase radar coverage while still maintaning low costs.

The Philippines should go with the Gripen only if they get the same version as Brazil. If anything they should take the C/D on a lease from Saab then buys the upgraded models as Saab can complete delivery. The F16v is a powerhouse but China's game will be to use superior numbers in saturating high-value targets. Runways will be the first targets they hit so having a flexible fighter that can operate from roads will be a huge benefit. Plus if everyone in a given region has f-16s the first thing I would do as China would be to train my pilots on defeating an f16. Having one fighter helps with interoperability but having different fighters means the enemy has to adopt different tactics for different planes.
I’d take the F-16 with AESA radar over any other 4th gen fighter without it, including the Gripen.

So... You don't think it might have been important (nay, critical) to state whether the Gripen offer is for the C or E version? Very different aircraft in so many ways, and only the E is really comparable to a Block 70 F-16 in any way.
Buy Gripen now and buy F16s later. What’s important is there’s something to fly than wait for years when everything is lost because there is nothing to defend the skies.

Well the contract haven't been signed so the strong chances that will happen is that hoping that the in the end, the latest F-16 Block 70 Viper will be selected by the PAF as I prefer this aircraft because it is operated by 20+ nations world wide. And once the F-16 is selected, wishing this will happen before November or December comes, this will be my country's stepping stones to go forward with a plan to buy other fighters that will increase the strength of the PAF, such as the new F-15EX Eagle II ( a single seat version if the PAF prefers to have that kind of version) for commonality since both the F-15 and the F-16 uses the same engines, the F-35A Lighting II and the South Korea's new KF-21 Boramae soon (the Block 1 and all the way to the 5th generation version Block 3). for me its better to procure the gripen although it has less capabilities than the f-16 its the better choice for paf as their first again mrf after many years because of low maintenance and we need aircrafts immediately because of the threat in wps and the f-16 couldnt be delivered in a short amount of time, the delivery time of gripen is lesser and will be delivered for only 2 or 3 years than the f-16 which will be deliver for 4 to 6 years because of the long queue time.
Yet again the gripen would also be a good step forward. Imo both are great however the gripen is probably better for defensive operations which given the size of the PAF is probably the better idea.
This is provided that the government would want the ability to defend itself more than they’d want better relations with america.

One thing wasn't mentioned; Gripen ability to launch MDBA Meteor Missile.
If you want reliability id say Gripen, 300000 flight hours and 0 catastrofic engine failure and low maintenence time. And 10min turn around time is actually plenty of time to refuel and re-arm. Interoperabilety should not be a problem since it has co-op in NATO exercices.
F16 is a more battle proven plane tho and I dont think there is a bigger military power to have in your ring corner. But if they are in the same fight you have to compete with USAF for spare parts and ofc other nations using F16.

I'll go with the gripen due to the great feature with landing on highways and be able to rip apart a J-11. Compared to the F-16 block 70 that has fuel on the aircraft makes it carry more weight then it has to in a dogfight. But i will give the F-16 has great one circle rate. But if you ask me personally i think the F-16 should be sent to the bone yard while taking in a newer F-36 kingsnake that would solve the problem with the short range.
If you mean that exercise, Gripens scored more kills in BVR but got destroyed in the first day of close combat in a merge so ask yourself this: will the Philippines open fire on Chinese fighters before they close up and use their superior agility or not?
@@cyrilarabatzis461 Of course the F-16 is a little better then the Gripen in merge but the thing with this block 70 thing is it has fuel tank maunted on the air frame. You have to also remeber they use to say every weight you add to the aircraft is what the enamy could use it against you. So due to that the block 70 might be worse in dogfights. Meanwhile the Gripen beats the block 70 in BVR Fights.

There is no question the F16 is the better choice. Proven combat record and high availability of parts, better performance, longer range, and more advanced technology than the Gripen, and allows interoperability with allies in the region. The fact that the Gripen model offered doesn't have AESA is a huge handicap and means the fighters will have little relevance in a future conflict.

It's a design that was never upgraded. I love the F-5/20 but it's absoutely obsolete. Would've been great for countries like the PI's, because of the low operating costs and easy maintenance.
