If the risk isn't worth it, and their basic needs are seen to, you'll never guess how many people are willing to accept law. I can't be destroyed, but it can be eradicate.
Time and legend has made them appear lofty and attractive. Inreality, they were filthy animals who were criminals on the run. A Gang on the waters..badly needed Dental hygiene and soap and water..nothing appealing about that..in fact, many people don't realize that most of them didn't possess a three quartered hat. It was a Huge Deal.to own and wear a hat! They were cumbersome and heavy. They were mostly worn for portraits.

Not as long as the rewards outweigh the risks
Maybe I'm missing something here, but does anyone else feel like 80 years is a rather long time?
It's not any more possible to stamp out piracy entirely than it is to stamp out opportunism entirely and to have an omnipotent police.
