IN THIS EXPLANATION , I DID RECOGNIGE A MISTAKE.
WHEN SV3 IS ON ,TANK MATERIAL LEVEL IS DECREASE ,THEN AFTER SOME TIME HIGH LEVEL SENSOR WILL BE OFF. WHEN HIGH LEVEL SENSOR IS OFF ,IT WILL AGAIN TURN ON THE SV2 ,THIS IS NOT CORRECT ACCORDING TO THE LOGIC.

People will get confused with the low level sensor. You should have just used L1, L2 and L3. As in reality low level switch should not work as represented .It should deactivate onece it has filled past the low level as the level is no more low.
