- Amount of Weight transfer on tires of the vehicle is very important parameter to for understanding vehicle dynamics. As when car accelerate or brakes then amount of load taken by the tire has to be measured because tires have the fixed load capacity and if you transfer load more than that then they will wear out and will effect the handling of car.

The car considered for weight transfer calculation here is the four wheel drive vehicle, as it is having front and rear tractive force both.
F= Ff +Fr ( where F is the total tractive force generated by the vehicle).
If car is front wheel drive then Fr =0 ,and if car is rear wheel drive then Ff=0.
So, if I have a car with 65% of the weight on the front wheels, will there be understeer or oversteer?

What is the issue you are facing in this topic ?
sloppy....poor spelling, no clear coordinate system, no explanation of how theta is used to determine the components of the weight, no explanation of normal forces where tires contact the ground, no explanation related to determining direction of frictional forces.
People who are not very familiar with the order of operations will get confused and get the wrong answer. You should have at least shown the process, or gave an example with numbers and parameters. Just saying.
