The reason demons in the Ars Goetia generally take on forms which aren't disturbing is because the Ars Goetia is explicitly written with the aim of instructing people on dealings with the evil spirits therein; and, to this end, it only provides detailed descriptions of demons which appear non-threatening, while those that don't are afforded far less detail to, in essence, advertise them while not putting off potential "clients" with monstrous appearances. It also should be noted that, in occult tradition, it's very important that demons come in a form which appears non-threatening, and if they do, that's a sign that their conjuration was successful and without complication.
Not sure I would call the Lesser Key of Solomon "biblical". It came centuries after the New Testament was finished. Some of it's demons, such as Asmodeus, Belial, Bael, Astaroth, Naberius, Aamon, or Bifrons, are based on older myths, but the whole hierarchy of kings, dukes, princes etc is a later trope.

I mean the key of Solomon and most demonology texts are written with a great deal of allusion and metaphor. It's meant to kind of poetic in the nature of most nonlegal writings of the time.
I think you looked a bit too far into Agares' functions of forcing those who are still to run and retrieving runaways. Both functions are presumably not rooted in the causes you attribute to them, but very literal; if someone is, for example, standing his ground if you're trying to chase him off your property, or if someone escapes prison or enslavement and you want them back, Agares is the right guy for the job.
In terms of returning deserters, causing others to run , etc., the author refers to the function of the demon, commanded by the summoner, not something he does entirely willingly. You seemed to have no problem associating this concept with teaching languages, so it baffles me how you would assign some kind of moral ambiguity to his other uses.
The part of making stills run and brings back runaways is referencing to bindings... brings back a runaway is bringing back an ex lover for example and vice versa.
Agares has a similar ability as Enoch which he obtained when God transformed him from human to a celestial being aka Metatron. Knowing all languages. Metatron role he becomes the scribe to all deeds and words that every mortal has ever said and done to give account on each person's character and virtue.

Humans sacrificing trillions of children to moloch and Baal and wonder why they are removed from the book of creation. Putting money over God. Half truths and heresay is not helping. Anyone bound to another without permission by universal law it will happen to them. When will everyone finally understand how karma works? In a universe still in diapers. God please anoint this comment as we anoint you in service to protect the innocent and kingdom.
They actually don't steal your souls that's just Hollywood bs, you work with them to better yourself and life. The offerings you can do can be simply taking care of yourself, learning something new, working out, food offering, etc.
The depth is great, but the twisting of meanings and grasping at straws to interpret everything about this entity as being in a constant pursuit of malice (ie he mustve coerced the goshawk; "bringing back runaways" must actually mean "he finds apostates and brings them to Satan", etc) strains credulity and really destroys credibility.
