This, I would say, sounds like something out of a Master System Game, or a Game Boy Color game. The NES was incapable of producing these sort of sounds.
I got curious and looked into it, and it looks like there was exactly one game on the NES that would play sounds like these. The NES was capable of using chips inside the cartridges themselves as secondary CPUs and to play audio. This one, the VRC7, was present in only two games, Lagrange Point and Tiny Toon Adventures 2. Only Lagrange Point, however, used the chip. Tiny Toon Adventures 2 contained the chip, but didn't have any audio files that used it. So yeah, the NES was incapable of producing these sounds with its built in chip, the Ricoh 2A03 I think, but a select few people would have heard sounds like these while playing an NES game. Very cool~
