clearly if only $200 for that job, that he doesn't know his fully loaded cost to operate the machine. based on depreciation value over time and hours put on the machine, not to mention operating cost, he doesn't realize it is costing him most of that $200 to do that job.
I prefer the entire stump and roots come out with an excavator if possible. I've had to many tree contractors cheap out or try to hide stumps roots etc in the saw dust, never again. Plus if you're needing to plant in the exact same spot you're screwed.

You can grind the full depth of a stump with the bigger grinders and planting there is no issue
