The Rule of 2 doesn't allow for multiple powerful Dark side users or "armies" as it spreads the power out too thin. A Darth kills off other contenders to absorb all the Darkside power... leaving only an apprentice. Sidious didn't. After killing Plagueis: 1. He made Dooku his apprentice and openly encouraged him to have an apprentice of his own. Also having him train Grievous. 2. He made Vader his apprentice and gave Vader the responsibility of training a Dark side army. We don't know how many... but it was enough to warrant their own citadel. (Inquisitors) 3. He allowed Maul to live and serve a purpose. 4. He tried to seduce Ezra B to serve him. 5. Sidious Created his Acolytes most were not force sensitive... but some were. 6. Legends - he had other powerful Dark force users serving him. Jade was very powerful. 7. Legends - Sidious had some very powerful Body guards that were trained by Vader. At least 1 was force sensitive and nearly replaced Sidious. Sidious had to have known why he was so good. Sidious was not even close to a Rule of 2 guy.
This spreading the force out too thin thingy is wrong anyway. If that was true then Vitiate couldn't have been that strong at his time. Since there were literally hundreds of other dark side users in his empire and even before. Some are very powerful themselves. Like Darth Revan, Darth Malgus or Darth Baras. To name a few.
