My guess is that CO was waiting for Wheel to be animated to ride the PR and sell the Wheel Cyberman figures, but, of course, it just hasn't been done yet!
That was actually a conscious decision, as most of the classic Cybers don’t have painted eye sockets (except B&M Attack Cybers & B&M Silver Nemesis re-releases), as I thought it would fit in with the collection more.

You forgot to paint the eye's and mouth

@@who-time with my cybermen from earthshock to attack I paint the eyes silver but with the silver nemisis cybermen I just leave them black
