What about a quilling tool? There are a couple kinds, I like the slotted tool. And they don't cost much. Might be something to think about if you want to make a lot of tassels.

Hi friend! Big apologies for this ridiculously late reply- my kids have been busy bringing any and all colds back to our home since October! Here's the link to the punch board I used to make the envelopes a.co/d/cYYtPfA TBH while its convenient, it's not necessary as coin envelopes are really easy to make without one.
