I once was in a band and part of the contract stated that we could not go beyond certain db levels at certain venues. Generally their manager would check with his meter and we also had a meter that we started using. A good deal of this came about because many bands would start at an acceptable level but have their engineer crank things up as the night went on. This would result in noise fines and complaints. It's funny but most bands think that the louder they are the better they sound!
In my DJ business I would say that pop music probably should be 70 to 90 dbs at a wedding or party in the main listening part of the room which could be seating or the dancefloor.
I like to get hip hop and dance music up to 90 to 100db. For me I don't see a reason to have the dancefloor any louder than that. This would be like a pair of K12's or PRX at 70 to 80% max output 25 feet away or further.
Keep in mind that normal conversation is at 60db. Guest not on the dancefloor sitting on the sides or rear should still be able to talk. Perhaps the music is down to 60db where they are sitting.
I would suggest that the DJ take a walk early in the event out to the dancefloor, the seating area and the far rear of the room to check the volume and clarity. I always do that.
