I have a 2002 toyota celica GT and I have this code. The issue is there is delay in starting engine. Like I have to key it at least 2 times (sometimes 3) to get the engine to start. Changed spark plugs and fuel pump.. still no change. What could be wrong?

try changing the ignition coil
Did you try what op mentioned? Did you use denso sparkplugs? It could be a vacuum leak or camshaft position sensor
