CLIP DESCRIPTION:
Dr. Vosknocker (Eric Idle) introduces the V-chip to the parents of South Park, demonstrating how it works on Cartman (Trey Parker).
FILM DESCRIPTION:
The most tasteless third graders on television graduate to the big screen, as Trey Parker and Matt Stone expand their animated series with foul-mouthed humor that might breach the boundaries of basic cable. In the small Colorado town of South Park, good-natured Stan Marsh, slightly neurotic Kyle Broflovski, fat and petulant Eric Cartman, and perpetually doomed Kenny McCormick are psyched for the premiere of the first feature film from flatulent Canadian TV performers Terrance and Phillip, entitled "Asses of Fire." The movie is rated R, but that's not about to stop the boys from sneaking into the theater. However, when the boys' language gets bluer by the minute after seeing the film, their parents and school administrators decide that something must be done. Kyle's mother comes up with the ideal solution: blame Canada. Terrance and Phillip end up in jail for corrupting America's youth, while the Canadian Air Force retaliates with an air strike targeting the Baldwin brothers. The boys soon organize a children's underground resistance force to free Terrance and Phillip before they can be executed; meanwhile, in a sensitive subplot exploring relationship issues, we're permitted an inside look at the domestic problems of Satan and his lover, Saddam Hussein. As on the TV show, Parker and Stone perform the voices of most of the characters, and they also wrote several songs for the film; George Clooney, Minnie Driver, Eric Idle, Dave Foley, and Mike Judge contribute voices. Not to spoil the plot, but rumor has it that Kenny dies.

Considering that Eric Idle is voicing him, this scene actually does feel like it came right out of a Monty Python sketch.
You got the semi-normal construction (including having an irrelevant joke with the one man clapping) then the one-note base of the subject's (V-chip) worth, importance and functionality explained, having the second character come out and working off of the already established character's back and forth banter (repeating after Idle's character), and suddenly preparing with the odd-ball contrast, effectively smacking the bizarre-level punchline and having it collapse from there (repeating "Horsefucker"), resulting in the second character's butt-end of the joke (Cartman getting repetitively shocked and pissed off), even finishing with the refusal to rebuttal with the first character's repeat of the original joke.
That's at least the structure for the beginning of a sketch in a fashion like this, though I'd imagine that Cleese would be in Idle's place and Idle would be in Cartman's place.

Makes sense since Parker and Stone were fans of Monty Python and they wanted Idle involved with the film.
There was a man literally f'ing a horse on that card
And yet years later Cartman uses his V-Chip as an advantage in Stick of Truth.
It becomes an advantage later in the movie as well.

Parents seem to forget that when they were children they swore all the time with there friends, I believe that children simply need to keep that between friends and not in front of adults.

You can't censor children. There's always gonna be a point where they have the faces of angels and the mouths of sailors. I've been swearing ever since I was 5 after hearing the foul language of my parents and the other kids and adults around me. Children are impressionable. If profanity is used around them, pretty soon they'll use it too, and there's no escaping it unless you can cut them off from the real world somehow. Profanity is a part of life, and kids will realistically talk like they do on South Park. Albeit not as articulately though.

Yep to be fair the V Chip is a terrible idea in the first place and is rushed
Because cartman still swears and pain did not effect him at all because giving him a shock Will inspire him to swear more and abuse don’t really help behaviours they are just hiding it or restricting it
If they really wanted Cartman to stop swearing as quick as possible they should of done a lobotomy where it will automatically turn the kid in a vegetated state or change the behaviour and personality entirely
Or the more difficult way that will take a long time like a few years where you live in the middle of no where and give your kid no social life at all working in a farm

They actually did put "V" chips in TVs starting in 1999. The chip would pick up additional data signals from broadcasters about the program's content (violence, strong language, nudity) and block the channel depending on the preferences the parent set.
It was a dismal failure. A poll in 2007 showed that 88% of families didn't program the TV's V-Chip or even know what it was.

Probably not. There is different chemical reactions in the brain when a word is used as a swear vs as a name or elsewhere. it is the same idea as when you lie (usually), you feel a rush of adrenaline as you are afraid of either being found out or the consequences of the truth/ punishment for lying.
Sometimes swearing is ok and that would be unfair like what if someone’s chasing you to kill you Gould probably cuss them out
