The funny thing is apparently there's evidence of the missile being a Russian one after all. Beach photo's show it's a russian model not an ATACMS or HIMARs. Maybe one of their missiles just glitched, maybe it's photo shopped just found out a few minutes ago.

Russia has substantial military assets in Crimea. Ukraine sent a missile to attack one of them. Russia intercepted the missile, and the remains detonated the submunitions on the beach.
This was not Ukraine deliberately killing Russian civilians.

Even Russia's greatest military victories have usually been accompanied by casualties that would have broken most countries. Whatever else may be wrong with Russia, the Russian people's capacity to endure suffering and hardship is remarkable.
That said, I have done a little more internet homework, and it seems that many of these Russian tourists in Crimea are government workers who have taken government-subsidized holidays there to support the local economy. And until this incident, the Russians have incurred NO reported civilian casualties in Ukraine, which is even more remarkable given the massive civilian casualties that the Russians have intentionally inflicted on Ukraine.
Whatever else is said in these comments, let's not lose sight of reality: Russia is the Bad Guy here, not Ukraine.
