What I am using is a marker, so when it hits the paper it's pretty much dry, where as ink from an ink pen takes a few seconds to dry. It all depends on the type of ink pen you use, some put out more ink then others, so once your hand drags across it, it will smear. If you wish to do inking buy a set of drawing markers. If you wish to do traditionally pen and ink, inking, you have to do a little at a time. start on one corner of the drawing then switch to inking the other giving the first chance to dry.
