There is a test I usually do first initially where trhe light bulb goes across the blown fuse . If tje light is dull orange and you get some signs of life or it glows very bright and device under test does nothing it can help wiyj diagmosis.
I used my bulb to discharge caps on CRT chassis as well as the caps in SMPS, less spark and it is surprising how long the bulb lights for. I used 100W 240V Bulbs because, well, Australia

Im getting 140 volts but it doesn't power on the bulb.
moved the alligator clip from the brown wire (frame (not ground) of HOT to jumper w908) KNOW it WORKS.
