This is 100% how it's gonna be. This is the perfect setup for the trope of the antagonist rhetorically asking who's gonna stop them and then the movie immediately cutting to the protagonist(s). You even hear the Super Show jingle in the first trailer before it cuts to something else, i'd take it for granted.
