Brownies are not made by creaming butter and sugar and adding in the dry ingredients. That’s how you make a cake. This is a chocolate cake. Brownies are made by melting the butter first and using melted chocolate in addition to cocoa powder. But again it looks delicious!
Each person's recipe varies on the technique on the usage of ingredients. As long as the end result in terms of texture and flavor is a brownie, then it's still a brownie. And as stated before, this is still just a look alike

Vic The sugar in Japan is not granulated. It’s quite different baking with it as well as the flour. All recipes from the United States at least need to be modified for the ingredients in Japan.
